關于加快推進能源數字化智能化發展的若干意見

《意見》提出,以數字化智能化技術加速發電清潔低碳轉型。發展新能源和水能功率預測技術,統籌分析有關氣象要素、電源狀態、電網運行、用戶需求、儲能配置等變量因素。加強規模化新能源基地智能化技術改造,提高弱送端系統調節支撐能力,提升分布式新能源智能化水平,促進新能源發電的可靠并網及有序消納,保障新能源資源充分開發。加快火電(dian)(dian)、水(shui)(shui)電(dian)(dian)等(deng)傳(chuan)統(tong)電(dian)(dian)源(yuan)數(shu)字(zi)化設(she)計建造(zao)和智(zhi)能(neng)(neng)(neng)化升級,推進(jin)智(zhi)能(neng)(neng)(neng)分散控制(zhi)系(xi)統(tong)發(fa)展(zhan)和應用(yong),助(zhu)力燃煤機組節(jie)能(neng)(neng)(neng)降碳(tan)改造(zao)、靈(ling)活(huo)(huo)性改造(zao)、供熱改造(zao)“三改聯動”,促(cu)進(jin)抽水(shui)(shui)蓄能(neng)(neng)(neng)和新(xin)型儲能(neng)(neng)(neng)充分發(fa)揮靈(ling)活(huo)(huo)調節(jie)作用(yong)。推動數(shu)字(zi)技術深度應用(yong)于核(he)(he)電(dian)(dian)設(she)計、制(zhi)造(zao)、建設(she)、運(yun)維等(deng)各(ge)領域各(ge)環節(jie),打造(zao)全(quan)(quan)(quan)面感(gan)知、智(zhi)慧(hui)運(yun)行的智(zhi)能(neng)(neng)(neng)核(he)(he)電(dian)(dian)廠,全(quan)(quan)(quan)面提升核(he)(he)安全(quan)(quan)(quan)、網絡安全(quan)(quan)(quan)和數(shu)據安全(quan)(quan)(quan)等(deng)保障水(shui)(shui)平。 

在以數字化智能化電網支撐新型電力系統建設方面,《意見》提到,加快新能源微網和高可靠性數字配電系統發展,提升用戶側分布式電源與新型儲能資源智能高效配置與運行優化控制水平

在以新模式新業態促進數字能源生態構建方面,《意見》提出,推動新能源汽車融入新型電力系統,提高有(you)序充放電智(zhi)能(neng)化水平,鼓(gu)勵(li)車網互動、光(guang)儲(chu)充放等新(xin)(xin)模式新(xin)(xin)業(ye)態發(fa)展。探索(suo)能(neng)源新(xin)(xin)型基礎(chu)設施共(gong)建共(gong)享,在確(que)保(bao)安全、符(fu)合規范(fan)、責任明確(que)的前提下,提高基礎(chu)資源綜合利用效率(lv),降低建設和運(yun)營成本。

各省(sheng)(自治區、直轄市)能(neng)源局,有關省(sheng)(自治區、直轄市)及新疆生產建設(she)兵團(tuan)發展改革(ge)委,有關中央企業(ye):

推動(dong)數(shu)字技術(shu)與(yu)(yu)實體(ti)經濟深度融合,賦能傳統產(chan)業(ye)數(shu)字化(hua)智(zhi)能化(hua)轉型升級(ji)(ji),是(shi)把握(wo)新(xin)一輪(lun)科技革命和產(chan)業(ye)變革新(xin)機遇的(de)戰略選擇(ze)。能源(yuan)(yuan)是(shi)經濟社會發展的(de)基礎(chu)支撐,能源(yuan)(yuan)產(chan)業(ye)與(yu)(yu)數(shu)字技術(shu)融合發展是(shi)新(xin)時(shi)代推動(dong)我國能源(yuan)(yuan)產(chan)業(ye)基礎(chu)高級(ji)(ji)化(hua)、產(chan)業(ye)鏈現(xian)代化(hua)的(de)重(zhong)要引擎,是(shi)落實“四個革命、一個合作”能源(yuan)(yuan)安(an)全(quan)新(xin)戰略和建設新(xin)型能源(yuan)(yuan)體(ti)系的(de)有效措施,對提(ti)升能源(yuan)(yuan)產(chan)業(ye)核心(xin)競爭力、推動(dong)能源(yuan)(yuan)高質(zhi)量(liang)發展具有重(zhong)要意義。為加快推進(jin)能源(yuan)(yuan)數(shu)字化(hua)智(zhi)能化(hua)發展,現(xian)提(ti)出(chu)如下意見。

一、總體要求

(一)指導(dao)思想(xiang)。以習近(jin)平新時代中(zhong)國特色(se)社會主義(yi)思想(xiang)為(wei)指導(dao),深入貫(guan)徹黨的(de)二十大精神(shen),立足新發(fa)(fa)展階段,完整、準(zhun)確、全面貫(guan)徹新發(fa)(fa)展理(li)念(nian),加(jia)快構(gou)建(jian)(jian)新發(fa)(fa)展格局,深入實(shi)施創新驅動(dong)發(fa)(fa)展戰略,推動(dong)數(shu)字技術與(yu)能(neng)(neng)源(yuan)(yuan)產(chan)業發(fa)(fa)展深度融合(he),加(jia)強傳統能(neng)(neng)源(yuan)(yuan)與(yu)數(shu)字化(hua)(hua)智能(neng)(neng)化(hua)(hua)技術相融合(he)的(de)新型(xing)基礎設施建(jian)(jian)設,釋放能(neng)(neng)源(yuan)(yuan)數(shu)據要素價值潛力(li),強化(hua)(hua)網絡與(yu)信息安全保障(zhang),有效提升能(neng)(neng)源(yuan)(yuan)數(shu)字化(hua)(hua)智能(neng)(neng)化(hua)(hua)發(fa)(fa)展水平,促(cu)進能(neng)(neng)源(yuan)(yuan)數(shu)字經濟和綠色(se)低(di)碳循(xun)環經濟發(fa)(fa)展,構(gou)建(jian)(jian)清潔低(di)碳、安全高效的(de)能(neng)(neng)源(yuan)(yuan)體系,為(wei)積極(ji)穩妥(tuo)推進碳達峰碳中(zhong)和提供有力(li)支撐。

(二)基本原則。

需求牽引。針對電力、煤炭(tan)、油氣等行業數(shu)字(zi)化(hua)(hua)(hua)智(zhi)(zhi)能化(hua)(hua)(hua)轉型發(fa)(fa)展需求,通過(guo)數(shu)字(zi)化(hua)(hua)(hua)智(zhi)(zhi)能化(hua)(hua)(hua)技(ji)術(shu)融合應(ying)用,急用先行、先易后難(nan),分(fen)(fen)行業、分(fen)(fen)環(huan)節、分(fen)(fen)階(jie)段補(bu)齊轉型發(fa)(fa)展短板,為能源高質量(liang)發(fa)(fa)展提(ti)供(gong)有效支(zhi)撐。

數字賦能。發揮智(zhi)能電網(wang)延伸拓展能源網(wang)絡潛能,推(tui)動形成能源智(zhi)能調控體(ti)系(xi),提(ti)升資源精準高效配置水平(ping);推(tui)動數字化智(zhi)能化技術在煤炭和(he)油氣(qi)產(chan)供儲(chu)銷體(ti)系(xi)全鏈條和(he)各環節的(de)覆蓋(gai)應用,提(ti)高行(xing)業整體(ti)能效、安全生產(chan)和(he)綠色低碳水平(ping)。

協同高效。推動數據資源作為新型生產要素的(de)充分流通和(he)使用,打通不同主體間(jian)(jian)的(de)信(xin)息壁(bi)壘,帶動能(neng)(neng)源網絡各環節的(de)互聯互動互補(bu),提(ti)升(sheng)產業(ye)鏈上下(xia)游及行(xing)業(ye)間(jian)(jian)協調運行(xing)效率,以數字化智能(neng)(neng)化轉型促進能(neng)(neng)源綠色(se)低碳發(fa)展(zhan)的(de)跨行(xing)業(ye)協同。

融(rong)合(he)創(chuang)(chuang)(chuang)新(xin)。聚焦原創(chuang)(chuang)(chuang)性、引領(ling)性創(chuang)(chuang)(chuang)新(xin),加快人工智能、數字孿生(sheng)、物聯(lian)網、區塊(kuai)鏈(lian)等數字技術在能源(yuan)(yuan)領(ling)域的(de)創(chuang)(chuang)(chuang)新(xin)應用(yong),推動跨學科、跨領(ling)域融(rong)合(he),促進創(chuang)(chuang)(chuang)新(xin)成(cheng)果(guo)的(de)工程化、產業化,培育(yu)數字技術與能源(yuan)(yuan)產業融(rong)合(he)發展新(xin)優(you)勢。

二、加快行業轉型升級
